The San Ramon Valley Fire Protection District (Contra Costa County) is combining GPS with a smartphone application to save lives in emergency situations. Launched in 2011, the Fire Department mobile iPhone application allows people certified in CPR (cardiopulmonary resuscitation) to volunteer to be alerted if someone nearby appears to be having a cardiac event and may need help. Once notified of the emergency and the location , registered users can find the victim and administer CPR (or locate the nearest public defibrillator, as directed by the app), saving precious minutes before public safety personnel can respond. San Ramon Fire Chief Richard Price was inspired to create the application after hearing an emergency vehicle approaching a deli where he was having lunch. After parking in the restaurant’s lot, the emergency crew proceeded next door to respond to a cardiac emergency — a lifesaving service that the Chief and others could have easily and quickly provided had they only known of the emergency and its proximity. The idea for the application was born that afternoon, and preliminary plans were drawn up on a deli napkin. The mobile application “crowdsources” life saving services by using volunteers from throughout the community to help respond to critical cardiac events. After a multi-pronged public launch of the application, including use of social media, moving public service announcements, and outreach to community groups and stakeholders, approximately 40,000 users within the District’s boundaries have downloaded the application. Due to state, national and international demand for the technology, the Fire District has set up a non-profit foundation, PulsePoint, to assist in the dissemination of the technology to 125 other public agencies across the globe that would like to replicate it in their communities. In the future, a similar crowdsourcing application could be employed for Amber alerts, filling sandbags during a flood, or staffing emergency shelters in times of crisis.

PulsePoint Foundation Begins Work to Extend Reach of Lifesaving Fire Department Mobile Phone App

SAN RAMON, CA – The San Ramon Valley Fire Protection District is proud to announce the formation of the PulsePoint Foundation. The new nonprofit organization has been established to guide, enhance and expand the reach of the Fire Department CPR notification app released earlier this year. The Fire Department app empowers everyday citizens to provide life-saving assistance to victims of Sudden Cardiac Arrest. “The app crowd-sources Good Samaritans to events where the potential need for bystander CPR is high,” said Fire Chief Richard Price. “The vital work of the PulsePoint Foundation has already begun,” added Price. “PulsePoint is set to begin partnering with nearly two hundred fire and EMS agencies that have expressed interest in deploying the application in their communities.”

Although the application was pioneered and tested in the San Ramon Valley, the Fire District has always been anxious to share its life saving potential. Forming an independent and external foundation to distribute and support the application will help facilitate and speed adoption by other communities.

The combination of PulsePoint’s CPR application and Intergraph’s global leadership in public safety solutions is a perfect match to achieve the ultimate objective of protecting lives,” said Jay Stinson, VP & General Manager, Intergraph Public Safety.

The PulsePoint Foundation will be guided by an Advisory Board made up of visionaries in the tech and medical industries, including Dr. Ben Bobrow of the Arizona Department of Health Services, Co-Founder and Co-CEO Dave Duffield of Workday, CIO Tim Ferguson of Northern Kentucky University, CEO Tim O’Reilly of O’Reilly Media, and President Jack Parow of the International Association of Fire Chiefs. The Board also includes a list of influential community leaders and business professionals including Bill Coy, Leadership Practice Director of La Piana Consulting, Petros Dermetzis, VP of Development at Workday, Joe Farrell, CEO of Redwood Orthopaedic Physical Therapy, Don Ledoux, Partner at Summit Financial Group, David Rice, President of the Tri-Valley Community Foundation, and Matt Stamey, Director at the San Ramon Valley Fire Protection District. The board has recruited Richard Price, Fire Chief of the San Ramon Valley Fire Protection District, to serve as the Foundation’s president.

The application has received several international awards including the Cellular Telecommunications and Internet Association (CTIA) 2011 VITA Wireless Samaritan Award, a 2011 Computerworld Honors Program Laureate Award for Innovation, an American Heart Association Life Saver Heart Partner Award, and an IADAS Webby Official Honoree award for the Best Use of GPS or Location Technology. The Public Service Announcement designed to promote awareness and adoption of the application also received two Telly Awards.

The potential of the application also caught the attention of some of the country’s leading resuscitation experts, including partners of The HeartRescue Project, a five-state effort funded by the Medtronic Foundation designed to improve cardiac arrest survival rates.

“We know that improved survivor rates begin with improved bystander response,” says Dr. Michael Sayre, an associate professor of emergency medicine at The Ohio State University and the HeartRescue Project medical director. “By taking advantage of advances in mobile technology, we can bring nearby lifesavers right to the scene to begin CPR, saving precious seconds.” One of the first states planning to deploy the application is Arizona, a HeartRescue Project participant.

Both the San Ramon Valley Fire Protection District and Northern Kentucky University and its College of Informatics have generously donated all rights from their original work on the application to the foundation for the benefit of society.

“Collaboration with the PulsePoint Foundation perfectly aligns with Northern Kentucky University’s community outreach mission. This innovative technology has true potential to change and save lives and we are proud to be part of such an initiative,” said James Votruba, President of NKU.

San Ramon Valley Fire Protection District to Dispatch Citizens to Cardiac Emergencies

SAN RAMON, CA – In the spirit of “Gov 2.0” the San Ramon Valley Fire Protection District (SRVFPD) announced the release of an innovative new location‐aware iPhone application today, January 25, 2011. The new app empowers everyday citizens to provide life‐saving assistance to victims of Sudden Cardiac Arrest (SCA). Application users who have indicated they are trained in cardiopulmonary resuscitation (CPR) can now be notified if someone nearby is having a cardiac emergency and may require CPR.

If the cardiac emergency is in a public place, the application, using sophisticated GPS technology, will alert citizens in the vicinity of the need for CPR. The application also directs these citizen rescuers to the exact location of the closest public access Automated External Defibrillator (AED).

“The creation and deployment of a smartphone application that notifies trained bystanders of nearby cardiac arrest events completely redefines the traditional meaning of a witnessed arrest by expanding awareness over a much broader area,” said Richard Price, Fire Chief for the San Ramon Valley Fire Protection District. “Providing actionable, real‐time information during a sudden cardiac arrest emergency, including mapping the victim and rescuer locations, along with the nearest AED locations, is the quintessential use of GPS technology on a mobile phone today.”

Nearly 300,000 people die each year in the United States from cardiac arrest. Survival rates nationally for SCA are less than eight percent and brain death begins in just four to six minutes. Even the best emergency medical services (EMS) in the country can have response times that exceed seven minutes. Bystander CPR and the early use of an AED are two extremely critical links in the cardiac chain of survival. This application strengthens these links and ultimately strengthens the entire chain.

“The district will share tools to allow other public safety agencies to deploy the Fire Department application at no cost in their community,” added Chief Price. “Although pioneered here, the value of this application is far too important to society to not ambitiously share it with other communities around the globe.”

SRVFPD has been publicly testing a limited version of the application for the past six months with more than 22,000 iPhone users. The District has sent over 600,000 push notifications during this assessment period.

The new application was publically unveiled today at a press conference featuring Fire Chief Richard Price, International Association of Fire Chiefs (IAFC) President Jack Parow, Workday Co‐Founder and CEO Dave Duffield along with CEO Tim O’Reilly of O’Reilly Media.

The San Ramon Valley Fire Protection District provides all‐risk fire, rescue and emergency medical services to the communities of Alamo, Blackhawk, the Town of Danville, Diablo, the City of San Ramon, the southern area of Morgan Territory and the Tassajara Valley, in Northern California (Contra Costa County). The District’s service area encompasses approximately 155 square miles and serves a population of 170,000.
