Prince George’s County Fire/EMS Department Brings Lifesaving Technology to Region via 9-1-1 Integrated Smartphone App

PulsePoint Respond empowers CPR-trained citizens and off-duty professionals to provide critical assistance to cardiac arrest victims

UPPER MARLBORO, MD, October 12, 2016 – Today, the Prince George’s County Fire/Emergency Medical Services (EMS) Department (PGFD) joined the PulsePoint Foundation and CTIA Wireless Foundation to bring life-saving technology to the County via the PulsePoint Respond app. The event was held at the Prince George’s Sports & Learning Complex in Landover. County Executive Rushern Baker was joined by PGFD Fire Chief Marc Bashoor and CTIA Wireless Foundation Executive Director Athena Polydorou to highlight the benefits of this mobile app that alerts CPR-trained citizens of cardiac events in their vicinity so they may administer aid.

The app also notifies users of the closest available Automated External Defibrillator (AED). Early application of bystander CPR and rapid defibrillation from an AED have proven to be crucial in improving a person’s chance of surviving sudden cardiac arrest (SCA). PulsePoint is not limited to emergency responders or those with official CPR certification. It can be used by anyone who has been trained in CPR.

“We are proud to be the first Fire/EMS Department in the NCR to implement PulsePoint,” said Fire Chief Marc Bashoor. “It gives our residents and visitors the ability to know when a cardiac arrest is occurring close by, to respond quickly, and to attempt potentially lifesaving CPR while our paramedics travel to the scene.”

The PulsePoint app also provides users with a display of PGFD’s active and recent incidents County-wide. On average, PGFD responds to 400 daily calls for service; more than 80 percent are for emergency medical services.

“By directly alerting those who are qualified and nearby, maybe in the business next door or on the floor above, PulsePoint is able to put the right people in the right place at the right time,” said Richard Price, President of the California-based 501(c)(3) nonprofit PulsePoint Foundation.

The latest AHA guidelines, published in Circulation, state that such community programs could increase bystander CPR to the roughly 326,000 cardiac arrests that happen outside the hospital each year.

“The project expands PulsePoint coverage to the 900,000 citizens of Prince George’s County over an area of 499 square miles,” said Brian Frankel, Assistant Fire Chief, Prince George’s County Fire/EMS Department. “PulsePoint is a powerful new tool for us to engage with our community to improve cardiac arrest survival rates.”

About Sudden Cardiac Arrest
Although a heart attack can lead to sudden cardiac arrest (SCA), the two are not the same. SCA is when the heart malfunctions and suddenly stops beating unexpectedly, whereas a heart attack is when blood flow to the heart is blocked, but the heart continues to beat. Each year, more than 420,000 out-of-hospital cardiac arrests occur, making it the leading cause of death in the United States. Survival rates nationally for SCA are less than eight percent, but delivery of CPR can sustain life until paramedics arrive by maintaining vital blood flow to the heart and brain. However, only about a third of SCA victims receive bystander CPR. Without CPR, brain damage or death can occur in minutes. The average EMS response time is nine minutes, even in urban settings; after 10 minutes there is little chance of successful resuscitation. The American Heart Association estimates that effective bystander CPR, provided immediately after SCA, can double or triple a person’s chance of survival.

How do I help bring PulsePoint to my community?

PulsePoint is typically marketed to Fire and EMS agencies. If you are with a public safety agency we are well equipped to lead you through the process. We have partnered with Physio-Control to discuss and implement PulsePoint throughout the United States and around the world. You can reach out to your local rep or give Physio-Control a call at (800) 442-1142. You can also send them an inquiry at pulsepoint@physio-control.com.

With the amount national attention PulsePoint has received recently we are fielding many inquiries from individuals interested in having PulsePoint provided in their community. While it is the mission of our foundation to provide seamless PulsePoint coverage across the globe, this will obviously take time. PulsePoint must be integrated into the local emergency call center so that we can be aware of cardiac arrests in real time.

Although we are working hard to make public safety agencies aware of PulsePoint, you can definitely help by expressing interest to your local fire chief, EMS official, and elected officials such as your mayor and council members. A simple note, phone call or public meeting comment would ensure that they are aware of PulsePoint. Expressing your personal willingness to participate in improving local cardiac arrest survival rates through CPR and AED use would likely be well received and go a long way to help move things up in priority. PulsePoint App Helps EMS Save Cardiac Arrest Lives

This week on the show, I thought I would review the PulsePoint app from the PulsePoint Foundation at PulsePoint.org. I’ve interviewed Richard Price from PulsePoint a few times on the MedicCast and featured him last year as an EMS 10 Innovator on the MedicCast TV weekly commentary but I’ve never actually reviewed the app itself.

App Notifies Bystander CPR Providers

For those of you who don’t know what it is, the PulsePoint app is a mobile app that connects bystander CPR trained individuals to any nearby reported cardiac arrests in a given jurisdiction. It works like this. First a jurisdiction has to sign up to integrate their computer dispatch system with the PulsePoint system.

Then, when a cardiac arrest is reported, not only are EMS, Fire and police crews dispatched, bystanders who have installed the app in the area are also alerted when they’re within about a 1/4 mile of the GPS location reported by the 911 call. It gives them walking directions to the location of the cardiac arrest patient and nearby AEDs.

Early Compressions Key to Saving Life

The goal is to get bystander compressions started as soon as possible, before EMS arrives on the scene, giving the patient the best chance of survival. This system has already saved countless lives and is installed in hundreds of jurisdictions worldwide.

American Heart Association and Las Vegas FD Teach CPR and PulsePoint to 1,000 at Community Event

LAS VEGAS (KSNV & MyNews3) — Some local experts are teaching people how to save lives Wednesday.

News 3’s Denise Rosch was downtown as tourists and locals were pulled off the street for a mass CPR training session.

This is the American Heart Association’s hands only CPR training.

A free, 15-minute session designed to teach as many people as possible the simple technique of proper chest compressions.

Melanie Baldwin is living proof, it works. In June her husband performed CPR on her when she collapsed, in full cardiac arrest. Now she’s helping spread the word that the life you save could be someone you love.

“My husband was my traumatized than I was, because you want to be able to help, you don’t want to feel helpless,” Baldwin said.

According to the American Heart Association, 90 percent of sudden cardiac arrest victims die before reaching the hospital.

But immediate CPR can double or even triple a victim’s chance of survival. Exactly what this event is all about.

The goal was to teach 1,000 people this simple procedure in the next five days and ask them, to turn around and teach someone else.

There is also an app for this.

“Your phone will send you an alert you’re within 200 yards of where somebody needs CPR,” said Chief Wille McDonald of Las Vegas Fire.

It’s called Pulse point and is free through iTunes. Las Vegas Fire Chief Willie McDonald says you can monitor fire calls right from your smartphone.

New mobile app takes CPR to the next level

Using crowdsourcing to connect trained citizens to cardiac arrest victims

EMS1.com LogoIf you have any experience in EMS, it should be pretty evident that survival from sudden cardiac arrest is wholly dependent on a system of careful steps that are rapidly and reliably implemented. Nowhere is it more crucial than right up front – when the patient collapses. Every minute it takes for professional responders to arrive at the patient’s side translates to the increasing probability that the patient will not survive. Unless the bystander is in the immediate vicinity of the patient – in the same room literally – that cardiac arrest will not receive the benefit of early CPR and defibrillation.

It would make a lot of sense to somehow be able to locate laypersons trained in CPR in the vicinity of a possible cardiac arrest and guide them to the scene. Add to that the ability to locate a nearby AED and you have an infrastructure that gives the patient a fighting chance of survival. Question is, how can that be done?

Well, technology steps in and provides a solution. During the 2013 EMSWorld Convention and Trade Show, Physio-Control announced that they were partnering with the PulsePoint Foundation to speed up implementation of what is essentially a crowdsourcing solution.

PulsePoint is a technology that harnesses the power of smartphones to receive information about a cardiac arrest that has happened within their vicinity through a free mobile app. The information is fed through software that is embedded within that community’s public safety answering point’s (PSAP) communication system, which functions silently in the background as the telecommunicator takes the initial call and dispatches resources. The app also provides potential CPR-trained bystanders with the location of any nearby AEDs.

Saving Lives with an App

Mobile app notifies registrants when CPR is needed

Chief PriceRichard Price had an idea that grew into a smartphone application, and then a foundation, that may very well change the way EMS responds to cardiac arrest calls. The idea will certainly save lives, and it all started at a deli over a pastrami and rye.

Birth of an App
“I was out to lunch and was sitting in a deli with a few other people when I heard sirens in the distance,” Price says. “The sirens got louder, and then they pulled up right in front of the deli where I was eating.”

It turned out that the EMS crews were responding to a cardiac arrest call in the building next door. “If I had known, I could have made a difference. I know CPR and I have an AED in my car,” Price says. The event made him think about his smartphone and how the device knew his location and could tell someone else. “The idea came that we could possibly notify someone who was nearby an event using his or her phone,” he says.

That was three years ago, and the result of that event, and Price’s subsequent idea, has been the creation of PulsePoint, which was launched in 2012. Though the technology is sophisticated, taking hundreds of hours and many people to bring the idea to fruition, the actual PulsePoint app is simple. Users who are trained in CPR and have registered with the system as willing to assist in an emergency cardiac arrest situation will be notified on their smartphone if someone nearby is having a cardiac arrest.

Contra Costa Fire Districts Launch Life-Saving Mobile App

CCC Fire Agency LogosA new cellphone app launched by fire departments throughout Contra Costa County this week is designed to give everyday citizens a chance to save lives.

The PulsePoint app notifies smartphone users who are trained in CPR and willing to respond to emergencies when someone nearby is suffering a cardiac emergency and may require CPR.

With the help of the app, trained people in close proximity to a possible cardiac emergency can begin life-saving measures that may stabilize a heart attack victim while waiting for emergency responders to arrive, according to Contra Costa County Fire Protection District Fire Marshal Lewis Broschard.

Users of the app can check their phones to see the exact location of a reported cardiac emergency and how far arriving emergency responders are from that location at any given time.

“The deployment of the PulsePoint app is the next step in developing a comprehensive network of life-saving efforts that includes fire department first responders, ambulance transport providers, the placement of publicly accessible AEDs, hospital emergency departments and members of the public who are trained in CPR,” said Contra Costa County Fire Protection District Chief Daryl Louder.
