Need to Save a Life? There’s an App for That.

Three years ago, San Ramon Valley Fire Chief Richard Price was eating dinner when he heard ambulance sirens. Someone next door had suffered a cardiac arrest and was unconscious.

“That whole time, while that crew was making their way to the scene, I had an AED in my car. I could’ve started CPR,” says Price. This event made Price realize that the system in place to help people during a cardiac crisis is not good enough. So, he — like many health care innovators today — turned to technology to enhance our society’s ability to save lives.

Every year, around 383,000 sudden cardiac arrests occur in the U.S. and less than eight percent of people who suffer them outside of a hospital survive. That’s because the first few minutes after cardiac arrest are vital to survival. After a person’s heart stops beating, brain damage can occur in four to six minutes. By 10 minutes, there is almost no chance of survival.

Even in Price’s former fire district, which he said had many advantages, ambulance response times were seven minutes in the city, eight in the suburbs, and fifteen in rural areas. Quality CPR given immediately after cardiac arrest can double, even triple, the chance of survival but this can only happen if CPR-trained people nearby know that someone needs their help.

That is the exact problem that Price is working to remedy.

Rather than merely reflecting on his experience as an unfortunate inevitability, Price was resolved to find out what more he could do to prevent similar situations in the future. That is how he came up with PulsePoint, an app that notifies CPR-trained bystanders of nearby cardiac arrests.

SCA is a leading cause of death in the United States, accounting for an estimated 325,000 deaths each year/1,000 deaths per day. The American Heart Association estimates that effective bystander CPR, provided immediately after sudden cardiac arrest, can double or triple a person’s chance of survival. However, only about one quarter of SCA victims receive bystander CPR and even fewer receive a potentially lifesaving therapeutic shock from a public access AED. Improving bystander CPR rates and access to AEDs is critical to survival.

PulsePoint Foundation Announces Significant Usability Enhancements in Latest Release

New app version includes most requested features within a completely redesigned user interface

PulsePoint App LVFRLAS VEGAS (September 9, 2013) – At EMS World today the PulsePoint Foundation debuted a completely redesigned and extended version of its revolutionary CPR/AED “citizen responder” mobile phone application. The PulsePoint app enables members of the public to provide immediate life-saving assistance to victims of sudden cardiac arrest while professional responders are making their way to the scene.

Mobile innovations for emergency response highlighted at Brookings event

BrookingsPanelRPGovernment should form public-private partnerships to incorporate new mobile technologies into emergency response, said panelists at a Brookings Institution event in July.

“Government’s got to create the environment for these new technologies…to ensure the safety of the public or to allow the public to ensure its own safety,” said Jamie Barnett, a former head of the Federal Communications Commission’s Public Safety and Homeland Security Bureau. “There’s so many out there that need to be discovered and found.”

Private companies can build on top of platforms such as GPS and the forthcoming FirstNet system, but they can’t provide the level of resources that government can to lay the initial foundation, said Richard Price, a former fire chief in Contra Costa County, Calif. Price is now president of the nonprofit PulsePoint Foundation, whose mobile application lets individuals who can perform CPR receive notifications if someone nearby is having a cardiac arrest.

The app’s users may be close to the patient and able to provide care while traditional first responders are still en route. Plus, many of them are in fact off-duty first responders, Price said. The app also directs users to the nearest portable defibrillator.

Price added, “It kind of redefines what it means to be a witnessed arrest,” a heart attack seen by a bystander who knows CPR. “You only have to be nearby now, not at the exact right place at the exact right time, so the odds are much greater.”

Suzy DeFrancis, the chief public affairs officer at the American Red Cross, detailed some of what her organization has learned incorporating social media into its response efforts.

Mobile app notifies registrants when CPR is needed

Chief PriceRichard Price had an idea that grew into a smartphone application, and then a foundation, that may very well change the way EMS responds to cardiac arrest calls. The idea will certainly save lives, and it all started at a deli over a pastrami and rye.

Birth of an App
“I was out to lunch and was sitting in a deli with a few other people when I heard sirens in the distance,” Price says. “The sirens got louder, and then they pulled up right in front of the deli where I was eating.”

It turned out that the EMS crews were responding to a cardiac arrest call in the building next door. “If I had known, I could have made a difference. I know CPR and I have an AED in my car,” Price says. The event made him think about his smartphone and how the device knew his location and could tell someone else. “The idea came that we could possibly notify someone who was nearby an event using his or her phone,” he says.

That was three years ago, and the result of that event, and Price’s subsequent idea, has been the creation of PulsePoint, which was launched in 2012. Though the technology is sophisticated, taking hundreds of hours and many people to bring the idea to fruition, the actual PulsePoint app is simple. Users who are trained in CPR and have registered with the system as willing to assist in an emergency cardiac arrest situation will be notified on their smartphone if someone nearby is having a cardiac arrest.
