Prince George’s County Fire/EMS Department Brings Lifesaving Technology to Region via 9-1-1 Integrated Smartphone App

PulsePoint Respond empowers CPR-trained citizens and off-duty professionals to provide critical assistance to cardiac arrest victims

UPPER MARLBORO, MD, October 12, 2016 – Today, the Prince George’s County Fire/Emergency Medical Services (EMS) Department (PGFD) joined the PulsePoint Foundation and CTIA Wireless Foundation to bring life-saving technology to the County via the PulsePoint Respond app. The event was held at the Prince George’s Sports & Learning Complex in Landover. County Executive Rushern Baker was joined by PGFD Fire Chief Marc Bashoor and CTIA Wireless Foundation Executive Director Athena Polydorou to highlight the benefits of this mobile app that alerts CPR-trained citizens of cardiac events in their vicinity so they may administer aid.

The app also notifies users of the closest available Automated External Defibrillator (AED). Early application of bystander CPR and rapid defibrillation from an AED have proven to be crucial in improving a person’s chance of surviving sudden cardiac arrest (SCA). PulsePoint is not limited to emergency responders or those with official CPR certification. It can be used by anyone who has been trained in CPR.

“We are proud to be the first Fire/EMS Department in the NCR to implement PulsePoint,” said Fire Chief Marc Bashoor. “It gives our residents and visitors the ability to know when a cardiac arrest is occurring close by, to respond quickly, and to attempt potentially lifesaving CPR while our paramedics travel to the scene.”

The PulsePoint app also provides users with a display of PGFD’s active and recent incidents County-wide. On average, PGFD responds to 400 daily calls for service; more than 80 percent are for emergency medical services.

“By directly alerting those who are qualified and nearby, maybe in the business next door or on the floor above, PulsePoint is able to put the right people in the right place at the right time,” said Richard Price, President of the California-based 501(c)(3) nonprofit PulsePoint Foundation.

The latest AHA guidelines, published in Circulation, state that such community programs could increase bystander CPR to the roughly 326,000 cardiac arrests that happen outside the hospital each year.

About Sudden Cardiac Arrest
Although a heart attack can lead to sudden cardiac arrest (SCA), the two are not the same. SCA is when the heart malfunctions and suddenly stops beating unexpectedly, whereas a heart attack is when blood flow to the heart is blocked, but the heart continues to beat. Each year, more than 420,000 out-of-hospital cardiac arrests occur, making it the leading cause of death in the United States. Survival rates nationally for SCA are less than eight percent, but delivery of CPR can sustain life until paramedics arrive by maintaining vital blood flow to the heart and brain. However, only about a third of SCA victims receive bystander CPR. Without CPR, brain damage or death can occur in minutes. The average EMS response time is nine minutes, even in urban settings; after 10 minutes there is little chance of successful resuscitation. The American Heart Association estimates that effective bystander CPR, provided immediately after SCA, can double or triple a person’s chance of survival.

New CPR Guidelines Recommend Using Social Media and Mobile Technology to Speed Bystander CPR in Sudden Cardiac Arrests

PulsePoint CPR Response App Already Downloaded More than 505,000 Times – More than 16,500 Cardiac Arrest Responders Alerted to Date

(16 October 2015 – Redmond, WA) – For the first time, CPR guidelines issued by the American Heart Association (AHA) recommend that communities consider using social media and mobile app technology to alert CPR responders when someone nearby suffers sudden cardiac arrest. The new guidelines cite studies that show emerging mobile technologies can result in a “higher rate of bystander-initiated CPR.”

The leading bystander response mobile application, PulsePoint Respond, alerts users when a sudden cardiac arrest occurs in a nearby public place, directs them to the patient location and provides CPR guidance while paramedic units are en route to the call. The app also notifies users of the closest available Automated External Defibrillator (AED).

To date, the PulsePoint app has been downloaded more than 505,000 times and has alerted more than 16,500 responders to the need for CPR in more than 6,500 suspected sudden cardiac arrest incidents. PulsePoint is now active in more than 1,200 communities in 24 U.S. states and Canadian provinces.

The PulsePoint app has played a key role in saving several lives. The first documented PulsePoint save involved a 57-year old truck driver near Portland, Oregon, who suffered sudden cardiac arrest outside his gym and received CPR from a PulsePoint responder. In Spokane, Washington a five-week old infant received CPR from a nearby off-duty EMS volunteer working at his job as a mechanic. In Sunnyvale, California, a 63-year old father of two collapsed on a soccer field and received CPR from a college student living nearby who received a PulsePoint alert on his mobile phone.

PulsePoint app turns bystanders into first responders

When it comes to helping a victim of cardiac arrest, it’s all about speed. PulsePoint, a life-saving mobile app, may not necessarily increase the speed at which first responders arrive, but it adds more legs to the race.

Santa Clara County agencies began using the PulsePoint app earlier this year with the goal of mobilizing CPR-trained residents and bystanders into becoming first responders.

The free app uses location-based technology to alert CPR-trained citizens if someone in their immediate area is experiencing sudden cardiac arrest. The alerted citizen can then choose to spring into action, find the victim and begin resuscitation until official emergency responders arrive.

“I can do an important job that the fire department can not do,” says PulsePoint Foundation president and app inventor Richard Price, adding that first responders “can’t get there in two minutes. I can sustain life until they arrive.”

Price, the former chief of the San Ramon Valley Fire Protection District, conceived the idea in 2009 after there was a cardiac arrest incident near him that he was unaware of and could not respond to. The idea came just as the smart phone revolution was gaining serious momentum.

“This idea to push a message to a phone is fairly new, and the ability for the phone to know where it’s at is still fairly new,” Price says.

Price adds that there are associated time costs that people forget about between the initial 911 call and paramedics arriving to assist. Call dispatchers have to take information, firefighters and paramedics need to scramble to their vehicles, and responders still need to get to the precise location of the victim.

All of this needs to happen in nine minutes, after which Price says there is a 92 percent chance of death.

“In these first few minutes, you can really make a difference,” Price says. “You just think about these minutes as a [baseball] score, and you don’t want to start in a deep hole. You don’t win many games when it’s 9-0 in the first inning.”

While the app is available to all CPR-trained individuals, the real target audience is off-duty firefighters, nurses and other life-saving professionals. However, Price adds that all CPR-trained individuals are valuable, and simply being aware of the app can stimulate awareness of CPR and trigger more discussion, especially for younger more tech-savvy residents.

PulsePoint Connects CPR-Trained Citizens to Cardiac Emergencies

Monday, February 10, 2014, Cleveland: Cleveland Clinic in conjunction with the City of Cleveland and five WestShore fire departments has launched the PulsePoint CPR/AED smartphone app to help improve sudden cardiac arrest (SCA) survival rates.

The PulsePoint app helps improve community response to SCA victims by notifying and enabling citizen bystanders that lifesaving cardiopulmonary resuscitation (CPR) is needed and where someone can access a nearby automated external defibrillator (AED).

“Cleveland Clinic’s heart program continues to rank as the best in the nation and we saw it as a natural fit to bring the PulsePoint tool to Northeast Ohio,” said Brad Borden, M.D., Chair of Cleveland Clinic’s Emergency Services Institute. “We hope that local citizens will join us in our fight to combat the No. 1 cause of death in the United States and encourage everyone that is trained in CPR to download and use the application.”

The PulsePoint software has been integrated with the computer aided dispatch systems in the cities of Cleveland, Bay Village, Westlake, Rocky River, Fairview Park and North Ridgeville. Upon receiving a call regarding a suspected sudden cardiac arrest victim, the 911/emergency communication center activates an alert to PulsePoint app users simultaneously with the dispatch of local emergency medical services (EMS). Using a smart phone’s geolocation service, the app directs citizen responders within close proximity, to the victim’s location and the nearest public access AED. The alert will only notify app users when an emergency is taking place in a public setting.

“This is another example of the strong partnership the City of Cleveland has with Cleveland Clinic that helps improve quality of life for citizens and visitors of this community,” said Cleveland EMS Commissioner Nicole Carlton. “PulsePoint will provide the general public a unique opportunity to assist in the reduction of cardiac arrest mortality and partner with our first responders in a meaningful way. The app also provides detailed locations of all of the automated external defibrillators installed and maintained by the Division of EMS. Rapid application of defibrillation and CPR can improve survival rates to sudden cardiac arrest exponentially.”

Sudden cardiac arrest is a leading cause of death in the United States, accounting for an estimated 325,000 deaths each year or 1,000 deaths per day. When SCA occurs, the heart stops beating in an effective, organized manner. As a result, blood is no longer pumped throughout the body. The person suddenly passes out and appears lifeless, except for abnormal gasping which may last several minutes. Effective bystander CPR provided immediately after sudden cardiac arrest can double or triple a victim’s chance of survival. Failure to act and doing nothing in a cardiac emergency can lead to unnecessary deaths.

“The seconds and minutes following a sudden cardiac arrest are critical to saving a person’s life,” said Bay Village Fire Chief Christopher Lyons. “The PulsePoint app will allow citizens to partner with their local fire departments in providing immediate assistance to those in such need. We very much appreciate that the Cleveland Clinic has partnered with the WestShore fire departments to bring this technology and its potential lifesaving assistance to the communities we serve. We hope that everyone with CPR training will download this app immediately. We also hope that people will consider signing up for a CPR class if they are not yet trained.”

The free PulsePoint app is available to the public for Apple iOS and Google Android devices from the Apple App Store and Google Play. After downloading, select “Cleveland EMS” and “WestShore Fire Departments” as the agencies to follow. There is also a “CPR How-To” section on the app that offers instructions on performing CPR for those not certified.
